In
an idealistic world production equipment doesn't break
down, product lines don't go off spec and effluent is
always the same. However, we all know this isn't
the case, equipment does break down, products do go off
spec, effluent is upset and in turn settling ponds and
effluent lagoons do receive the brunt of the upset.
